About the Committee
As part of Algeria's efforts to prevent and combat money laundering, the financing of terrorism and the financing of the proliferation of weapons of mass destruction, a Committee to monitor targeted international sanctions has been established by the Algerian authorities under Executive Decree No. 23-431 of November 29, 2023. Based within the Ministry of Foreign Affairs and the National Community Abroad, this Committee is responsible of follow up United Nations Security Council resolutions adopted under Chapter VII of the United Nations Charter and its related sanctions regimes.
Missions
The missions of the Targeted International Sanctions Committee consists of ensuring a quick collection of the required information to prepare the responses and additional information requested by UN Security Council sanctions committees, as well as Panels/Groups of experts or other mechanisms to monitor the implementation of the sanctions.
It is also responsible, at the national level, along with the various concerned stakeholders, of exchanging information and data on the implementation of Security Council sanctions, and of examining and deliberating on requests to list or delist individuals and/or groups and/or entities from the various Security Council sanctions lists, as well as updating these lists.
In this respect, the Committee is responsible for receiving and transmitting to the various Security Council Sanctions Committees, the list of terrorist individuals and/or groups and/or entities, and also for receiving appeals from any individuals and/or groups and/or entities, included on the Security Council sanctions lists and forwarding them to the various Security Council Sanctions Committees.
The Committee is also responsible of recommending all necessary measures for the adaptation of national legislation in the context of the implementation of Security Council resolutions, and is also tasked with providing the competent national authorities with appropriate information to facilitate the implementation of these resolutions.
Furthermore, the Committee contributes to capacity-building and training for all those responsible at national level for the implementation of Security Council sanctions measures.
The Targeted International Sanctions Committee is also responsible of drafting national reports on the implementation of Security Council resolutions, and for ensuring that they are submitted within the required deadlines.
